Program Coordinator (PEEL)

Division & Project Overview:

The USAID Program Evaluation for Effectiveness and Learning (PEEL) Task order issued by the Bureau of Food Security, expects the PEEL Consortium to conduct various studies, including performance evaluations, population-based surveys (PBS), strategic analyses, and impact evaluations over a five-year time frame.

ME&A, a member of the PEEL Consortium, seeks a Program Coordinator to be based in Washington, DC to manage studies conducted by PEEL. S/He will be responsible for managing study teams conducting studies undertaken through the PEEL mechanism. The successful candidate should have: excellent client service skills, strong experience in project implementation, and s/he should excel at coordinating professionals and managing their work flow. S/he should have a good grasp of research processes, and should understand the aims and objectives of USAID Washington as well as USAID missions, and the interplay between the two.

Responsibilities:

The Program Coordinator is responsible for carrying out administrative, financial, and programmatic tasks associated with studies being undertaken by PEEL.

  • Understand client study requirements, and ensure all aspects of the studies are managed in
  • a high-quality manner, putting in place sound administrative, and financial management systems to ensure that assignments proceed according to schedule and remain within budget.
  • Serve as liaison between Study Teams, PEEL Staff, and USAID  
  • Provide administrative, financial management, and technical support to consultancy teams implementing studies, coordinating on-boarding, study start up, travel, deliverables and close out.
  • Coordinate study activities with partners and other organizations as appropriate, and manage partner relations. Plan, organize, and lead meetings, and give presentations of studies.
  • Ensure compliance with USAID regulations
  • Manage the process of ensuring the quality of study deliverables. And support the production of study deliverables, this may include writing, editing, proofreading, translating deliverables, and/or coordinating translation services.
  • Travel to study sites as requested.
  • Maintain accurate and up-to-date electronic and paper filing systems for studies.
  • Contribute to the preparation and distribution of technical documents and PR publications about the project.

Minimum Qualifications:

Bachelor’s degree (Masters preferred) in international development or related field (or commensurate experience) PLUS three years of experience working on international donor funded projects

  • Knowledge of USAID organizational structures, program planning cycles, agreement rules and regulations, and reporting
  • Demonstrated excellent client service skills, and ability to cultivate and manage strong, positive relations with a variety of stakeholders
  • Experience with research design, data collection, data analysis, writing and editing reports, and developing presentations
  • Dynamic, energetic, solution oriented, critical thinker with a demonstrated ability to handle multiple assignments concurrently, and work collaboratively with others
  • Excellent oral and written communication skills in English.
  • Strong attention to detail and follow-through required
  • Willingness to travel internationally as needed; prior experience working in developing countries preferred.
  • Computer literacy is required. Advanced skills in Excel, MS Word and PowerPoint a must. Ability in other programs such as Access is desired.
