Position Summary
ME&A holds the Feed the Future Global Program Evaluation for Effectiveness and Learning (PEEL) task order contract from USAID.
This 5-year project provides support to USAID’s Feed the Future (FTF) Initiative through population based surveys and performance and impact evaluations. These services allow FTF to better understand how activities are being implemented, how well they are performing, and how they are perceived by beneficiaries. In addition, the evaluations and surveys assist USAID in knowing whether they are achieving targeted outcomes in support of FTF objectives, what impacts they have, and whether their approaches are cost-effective and successful.
ME&A is recruiting a Chief of Party who will be responsible for managing and coordinating PEEL mechanism. The Chief of Party’s primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on ensuring high quality and timely deliverables. This individual will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. S/he will be the principal interlocutor between the team and USAID. The position requires significant coordination skills, broad general and technical knowledge, experience in developing countries, and skills to ensure coherence and consistency in spite of urgent deadlines.
Education and Experience
- Applicants must have a graduate degree in a relevant discipline.
- Ten (10) years or more of progressively responsible international work experience implementing multi-sector development programs with demonstrated strong management and coordinating skills.
- At least (5) years of experience managing food security evaluation or development programs of commensurate size. This experience shall include some experience with USG activities and substantial experience with managing a technical assistance/evaluation assistance project, coordinating activities with multiple partners, work-planning, and producing timely deliverables.
- At least five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted international development programs.
- S/he should have a broad range of subject matter expertise and demonstrated experience in agriculture development, chronic poverty, and nutrition, as well as in Feed the Future geographic focus regions.
