Position Summary

ME&A is recruiting a Project Manager who will be responsible for program management and support, contracts management, and proposal development for a range of international development projects funded by USAID, the U.S. Department of State, and other donor organizations. Additionally, this position entails business development and recruitment skills. This is a full-time position located at ME&A’s headquarters in Bethesda, MD. The Project Manager will work closely with ME&A’s Vice President for Operations. There is minimal international travel anticipated for this position.

Education and Experience

  • Bachelor’s degree or higher in international development or related field (Master’s preferred).
  • At least 4 years of experience working in a contracts or program management related role in the international development field, preferably on USAID projects. Applicants must have experience with budget development and monitoring.

  • Strong analytical, writing, and editing skills
  • Demonstrated ability to multi-task in a fast-paced work environment
  • Highly skilled at personal and task organization
  • Strong computer skills, including familiarity with Microsoft Office (Word, Excel, PowerPoint)
  • Strong interpersonal skills, flexibility and adaptability
  • Familiarity and experience with USAID rules and regulations (ADS, FAR, and AIDAR)
  • Proficiency in another language is a plus

Job Responsibilities

  • Provide program support and project backstopping for project implementation in the U.S. and in developing countries (international travel and logistics, shipping and procurement, contract management, etc.)
  • Write, compile, and/or edit program reports and work plans
  • Track work plans, budgets, and deadlines and keep appropriate staff informed of upcoming contract-related tasks
  • Develop, coordinate, and manage technical and cost proposals for USAID and other agencies
  • Conduct research for both proposal preparation and for ongoing programs and projects in the field
  • Draft and review teaming agreements, subcontracts, and other project-related documents
  • Manage subcontracts under projects
  • Update and maintain project-related content on the ME&A website
