Performance Manager

Division & Project Overview:

The USAID Program Evaluation for Effectiveness and Learning (PEEL) Task order issued by the Bureau of Food Security expects the PEEL Consortium to conduct various studies, including performance evaluations, population-based surveys (PBS), strategic analyses, and impact evaluations over a five-year time frame. 

ME&A, a member of the USAID Consortium, seeks a Performance Manager to be based in Washington, DC to manage studies conducted by PEEL. The Performance Manager is an executive level position responsible for working with the Chief of Party (COP) and the technical team in daily operations. This includes support to meet the project’s technical objectives; manage financial resources and manage partner coordination.

We are looking for a passionate, self-driven professional to develop and manage the PEEL project and capture the impact of design and creative projects in this field. The Manager will support the PEEL team in program planning, design implementation as well as coordinating, operations and providing technical expertise for performance evaluations, population-based surveys (PBS), and impact evaluations. The successful candidate will bring a robust knowledge of program management, expertise in operations, and experience with project administration including logistics and strategic planning.

Responsibilities:

  • Leading the planning/monitoring (activity & progress tracking) reporting and organizational development (training/technical support, etc.) elements of the project;
  • Using project management and tracking systems software, logic models, flow-charts, critical path analysis and other similar techniques to prepare project work programs that are integrated with respect to inputs, outputs, and results as reflected in the project performance management plan (PMP);
  • Preparation, monitoring and reporting against the PMP, d) assuring that all project activities achieve compliance with and fulfill the task order issued by USAID;
  • Monitoring all project team activities and assuring control/ compliance and timely/accurate reporting on a monthly, bi-monthly, quarterly, bi-annual and annual basis to MEA HQ and USAID, compiling such draft reports for review/editing/ submission; 
  • Preparing success stories & briefing materials;
  • Developing proposed overall training strategies, detailed training work programs/budgets and coordination of implementation;
  • Serving as the senior training professional within the PEEL project;
  • Perform other tasks at the direction of the Chief of Party and/or his/her Designee. 

Minimum Qualifications:

Bachelor’s degree (Masters preferred) in international development or related field (or commensurate experience) PLUS ten years of experience working on international donor funded projects

  • Knowledge of USAID program planning cycles, agreement rules and regulations, and reporting
  • Demonstrated excellent client service skills, and ability to cultivate and manage strong, positive relations with a variety of stakeholders
  • Dynamic, energetic, solution oriented, critical thinker with a demonstrated ability to handle multiple assignments concurrently, and work collaboratively with others
  • Excellent oral and written communication skills in English.
  • Strong attention to detail and follow-through required
  • Willingness to travel internationally as needed; prior experience working in developing countries preferred.
  • Computer literacy is required. Advanced skills in Excel, MS Word and PowerPoint a must. Ability in other programs such as Access is desired.
