YouthPower: Evidence and Evaluation IDIQ Contract
ME&A is a prime contractor to USAID on the YouthPower: Evidence and Evaluation Indefinite Delivery Indefinite Quantity (IDIQ) Contract to research and evaluate youth programming and facilitate technical leadership and dissemination of knowledge in the field of positive youth development. This is a multiple award IDIQ with an overall ceiling of $72 million.
The YouthPower: Evidence and Evaluation IDIQ covers a range of functions related to the design, evaluation, research, knowledge management, learning, and communications of cross-sectoral youth development programming.
Activities under this IDIQ include: designing, managing, and publishing rigorous impact evaluations in a variety of international settings including conflict, fragile, and crisis-affected environments; designing, conducting, and publishing performance evaluations, using mixed methods in a variety of international settings including conflict, fragile, and crisis-affected environments; design and
implementation of cross-sectoral youth assessments, facilitation of strategy design and program design support to USAID and other donors.
Potential activities also include establishing data collection and monitoring procedures and systems; capacity development, training, and technical assistance in the area of design, monitoring and evaluation; management of knowledge management (KM) initiatives including information and communications technologies (ICT), new media, and communities of practice; and research in the area of international cross-sectoral youth development.
Since 2010, ME&A has conducted more than 55 evaluations and assessments in over 25 countries for USAID, the Millennium Challenge Corporation (MCC) and the U.S. Department of State under multiple USAID contracts, as well as under MOBIS and other federal contracts.
