Political or Social Scientist / SME, analytic or country expert (Multiple Levels)
Position Summary
ME&A is in search of several individuals (Junior Level-Mid Level-Senior Level) for the Analytical Services IV (ASIV) IDIQ. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide the Bureau for Democracy, Conflict and Humanitarian Assistance’s Center of Excellence on Democracy, Human Rights, and Governance (DCHA/DRG) with the analytic means and resources to inform mission, bureau, and agency strategies, policies, program design, planning, and decision making; and secondarily, to provide USAID missions and other operating units the means to source rapid response analytic, and expert advisory/programmatic support during periods of rapidly evolving political change (typified in crisis, post conflict, and transitioning countries).
Responsibilities
Expert may serve as the team leader or team member for assessments (DRG Assessments, Political Economy Assessments, etc.), subsector and technical analyses, transitional environment technical assistance or rapid response teams, special studies, and technical assistance to missions (program design, results management, and strategic planning). May also provide subject matter expertise, analytic expertise, or country specific expertise grounded in political or social science. May serve as a country expert on a variety of DRG sectoral and related assessments or analysis teams; lead or work in teams engaged in special studies that relate to the DRG sector; as a peer reviewer of other studies; and as part of a technical assistance or rapid response team for transitional environments. May work independently or as part of a team.
Qualifications
Significant experience in academia and/or as an analyst, researcher, or related work that includes extensive analytic experience which equips him/her to conduct high quality and in-depth analysis of the political, and to a lesser degree economic and social barriers to democratic development and consolidation; analyze new and emergent issues and phenomena on a variety of DRG topics and issues; and be able to write in a concise and clear manner. Should also have experience or demonstrate the ability to translate their findings into recommendations that are actionable.
Junior Level: Bachelor’s degree with minimum five (5) years’ experience in related field OR Master’s degree with minimum of three (3) years’ experience in related field.
Mid-Level: Master’s degree with minimum of eight (8) years’ experience in related field OR J.D./ABD with minimum seven (7) years’ experience in related field OR Ph.D. with minimum five (5) years’ experience in related field.
Senior Level: Master’s degree with minimum of twelve (12) years’ experience in related field OR J.D./ABD with minimum ten (10) years’ experience in related field OR Ph.D. with minimum eight (8) years’ experience in related field.
