New Interagency Task Force to Assess Ground Water Fees in Armenia

Task Force 1 15 2016 (420x280)The USAID-funded Advanced Science and Partnerships for Integrated Resource Development Project (ASPIRED) recently set the ambitions goal of reducing the rate of the groundwater extraction in Armenia’s Ararat Valley to sustainable levels. The rapid shrinking of the groundwater resources in the valley has reached alarming rates over the past decade. More than 30 communities in the area confront severe water shortages for both drinking and irrigation. This is especially troublesome because the Ararat Valley is the country’s agricultural hub.

One of the critical factors in ensuring a more sound management of underground water resources is setting realistic tariffs for the groundwater use by fisheries - the largest consumers of artesian water in the area. In 2015, the Armenian government revised water use permits for fisheries by reducing allowable limits of water abstraction and slightly increased the groundwater use fees.

In coordination with the Ministry of Nature Protection, ASPIRED helped establish an Interagency Task Force to study and provide recommendations to the Government of Armenia on the most optimal groundwater fee rates for fisheries. Its first meeting took place on January 15, 2016. The newly established Task Force will attempt to find a balance between the resource conservation objectives and industry needs.

ME&A began implementing ASPIRED for USAID/Armenia in October 2015. The project is a follow on to the Clean Energy and Water Program (CEWP), which ME&A managed from 2011 to its completion in September 2015.
 
ASPIRED is funded under the Water and Development IDIQ (WADI) to provide USAID's E3 Bureau with services and technical support to assist USAID Missions, Bureaus and Offices worldwide in the implementation of the Agency's Water and Development Strategy.

ME&A Conducting Baseline Study for Zimbabwe Feed the Future Program

Zim farm7ME&A was recently awarded the contract for a baseline study of USAID/Zimbabwe’s newly designed Feed The Future Zimbabwe (FTFZ) program. ME&A began conducting the baseline study in early December of 2015 with its implementing partner ICF International. FTFZ is a $20 million contract to take place over five years through a livestock development contract with FINTRAC, Inc. and a cooperative agreement with the LEAD Trust for crop development. The baseline study will provide starting data on key impact and outcome indicators for the FTFZ program as well as some socio- economic data on the program’s beneficiaries.

ME&A was awarded this baseline study task order under USAID’s PPL/LER Indefinite Delivery Indefinite Quantity contract. Since 2010, ME&A has conducted more than 60 evaluations and assessments in over 25 countries for USAID, the U.S. Department of State and the Millennium Challenge Corporation under multiple contracts.

ME&A Awarded Kosovo Legal Sector Evaluation

The USAID Mission in Kosovo has chosen ME&A (Mendez England & Associates) to evaluate the performance of three Rule of Law programs. Fieldwork began in early December 2015. These mid-term performance evaluations cover the programmatic progress of three inter-related USAID/Kosovo activities – the Contract Law Enforcement (CLE) Program implemented by Checchi and Company Consulting, Inc. and two small USAID Forward Initiatives, the “Alternative Dispute Resolution Center - Increasing Capacity of American Chamber of Commerce to provide Arbitration Services” Activity, implemented by the American Chamber of Commerce in Kosovo and the “Kosovo Chamber of Commerce Permanent Arbitration Tribunal” Activity, implemented by the Kosovo Chamber of Commerce.

Since 2010, ME&A has conducted more than 60 evaluations and assessments for USAID, the Millennium Challenge Corporation (MCC) and the U.S. Department of State in over 25 countries worldwide.

ME&A-Backed LED Committee Wins NY Regional Award

In an annual award ceremony held at State University of New York (SUNY) Fredonia College in early October 2015, the Northern Chautauqua Community Foundation received an award from the Chautauqua County New York Chamber of Commerce for the work of its Local Economic Development (LED) Committee in furthering the economic development of the region. The LED Committee was initiated in 2012 by four community leaders including ME&A’s President, Thomas England.   The effort has now grown to more than 80 private sector leaders. It has forged a local economic development strategy, created business cluster organizations, and helped create public private partnerships with SUNY Fredonia, private sector organizations, county and state governments. Activities have included assisting in the creation of the Local Waterfront Revitalization Program, active advocacy for development of a regional water district, and support for an increasingly effective SUNY Fredonia Business Incubator. ME&A continues to advise the LED Committee in its ongoing activities.

ME&A Partners with Macfadden on USAID/DCHA Contract

USAID has awarded a prime contract to Macfadden for Support Services for the Bureau of Democracy Conflict and Humanitarian Assistance. ME&A (Mendez England & Associates) will serve as one of two key subcontractors on this new IQC with a total contract ceiling of $300 million over five years.

Under the DCHA Support Services contract Macfadden and its subcontractors will provide operational and administrative support in coordinating USAID’s international disaster response and humanitarian assistance, emergency and developmental food aid, conflict mitigations, programs, transition activities and other DCHA Bureau initiatives.

Macfadden has served as DCHA’s prime institutional support contractor for well over a decade. As the institutional support contractor, Macfadden and its team facilitate the implementation of DCHA’s wide-ranging technical programs.
