Cycling 300 Miles for Climate Change Awareness
ME&A Project Manager, Audra Stark, joined 100 cyclists traveling from New York to Washington, DC, for five days this September to raise awareness of climate change and to promote the use of bicycles as an alternative, sustainable form of transportation.
Stark, 30, rode her bicycle for more than 300 miles through some of the most beautiful and historic regions of the northeastern United States, arriving at the doors of the nation's Capitol on Wednesday, September 25. The travelers were joined by hundreds of local cyclists as they passed through the streets of Washington on their way to the Capitol.
Stark, a native of Rochester, NY, joined ME&A in the spring of 2012 after obtaining a Master's Degree at Columbia University.
ME&A to Evaluate Five USAID Programs in Eastern Europe

These programs, administered by the USAID Regional Mission in Ukraine, include Development Initiative for Advocating Local Governance in Ukraine (DIALOGUE); Public Private Partnership Development Program (P3DP) in Ukraine; Moldova Civil Society Strengthening Program (MCSSP); Strengthening Civil Society, Civic Engagement and Independent Media (BRAMA); and Community Services to Vulnerable Groups (CSVG) in Belarus.
DIALOGUE seeks to advance decentralization in Ukraine. It is expected to improve the country's legal framework for effective and transparent local self-governance, develop effective policy dialogue between local governments and their partners at the national and regional levels, and Increased public support for local government reforms.
P3DP's goal is to promote the use of PPPs in Ukraine to improve infrastructure and public services in both urban and rural areas with an expanded role for private sector financing and operational expertise in public infrastructure development.
MCSSP seeks to strengthen representative democracy in Moldova through support for an effective, constituent-driven, financially viable civil society sector.
The BRAMA Program works to increase the number and effectiveness of citizens engaging in civil society by strengthening formal and informal civic groups, as well as the capabilities of individuals, to address issues of public concern at both local and national levels. The goal is to strengthen the culture of civic participation and increase the flow of, and access to, independent information.
The CSVG program is attempting to expand the inclusion of two vulnerable groups, OVC and PWDs, in Belarusian civil society through the development of modem, sustainable community- and family-based social services.
Since 2010, ME&A has conducted over 40 evaluations and assessments for USAID and the U.S. Department of State in more than 25 countries worldwide.
USAID Water and Development IDIQ
ME&A holds USAID's Water and Development IDIQ (WADI) contract to provide USAID's E3 Bureau with services and technical support to assist USAID Missions, Bureaus and Offices worldwide in the implementation of the Agency's Water and Development Strategy. This multi-award contract has a ceiling of $1 billion over five years. Under WADI, ME&A and its partners provide services in water programming to improve health through the delivery of sustainable water, sanitation, and hygiene (WASH), and to advance water resource management in agriculture for enhanced food security.
ME&A partners include – ACDI/VOCA, Blue Planet Network, Cardno, Cultural Practice, ICF Incorporated LLC, The Kaizen Company, NORC at the University of Chicago, Save the Children, Synergy International Systems, Technologists Inc, Tetra Tech, Valu Add Management Services, Water for Life Solutions, Women's Earth Alliance, and Woods Hole Oceanographic Institution.
Under the WADI contract, ME&A provides services and technical support to include assessments and analysis, strategic planning and program design, capacity building and institutional strengthening, technical program support, water for food security support, knowledge management, monitoring and evaluation, and commodity procurement, among other activities.
ME&A currently implements the Advanced Science and Partnerships for Integrated Resource Development (ASPIRED) Project in Armenia under the WADI IDIQ. ASPIRED is a 42 month long project designed to support sustainable water resource management and sustainable practices of water users at the core of the water-energy nexus through the use of science, technology, innovation and partnerships approaches. The goal is to reduce the rate of groundwater extraction in Armenia’s Ararat Valley to sustainable levels.

The goal of SSP is to reduce transmission and impact of HIV/AIDS and to improve reproductive health among most-at-risk populations (MARPS). SSP was designed to achieve five outcomes: 1) Decreased HIV prevalence among selected MARPs; 2) Increased use of family planning services among MARPs; 3) Increased Government of Nepal (GON) capacity to plan, commission and use strategic information; 4) Increased quality and use of HIV services; and 5) Strengthened coordination among all HIV/AIDS partners.
The primary objective of this midterm evaluation is to assess the performance of SSP from its inception in September 2011 through March 2014, as well as to provide recommendations for the future direction of the project. The audience for this evaluation includes: USAID, FHI 360 (the prime contractor), all 43 sub-grantees, project beneficiaries, and the GON.
Since 2010, ME&A has conducted more than 45 evaluations for USAID, MCC and the U.S. Department of State in over 25 countries worldwide.
ME&A Awarded GSA MOBIS Contract
ME&A was recently awarded the GSA Federal Schedule MOBIS contract to provide a full range of professional business services and related support products for consulting, facilitation, surveys, training, acquisition management support, program and project management support, and related support products to US government agencies.
Under contract section or SIN 874 1, ME&A can provide expert advice and assistance in support of an agency's Mission-oriented business functions. These include:
- Management or strategy consulting, including research, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance, strategy formulation, and expert witness services
- Facilitation and related decision support services
- Survey services, using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stake holder briefings
- Advisory and assistance services in accordance with FAR 37.203
